DORAL, Fla. ? Newt Gingrich and Mitt Romney pitched their ideas for reforming immigration law and pushing democracy into Cuba and across Latin America as the Republican presidential candidates vied for Hispanic votes Friday, entering the final, frenzied weekend before Florida’s primary.

“We are not anti-immigrant, we are not anti-immigration” Romney said to applause, suggesting the news media had unfairly tarnished his party’s reputation among Hispanics. His refrain also echoed a theme that was at the heart of one of several clashes with Gingrich at Thursday night’s debate in Jacksonville.

Romney followed Gingrich in speeches before hundreds of Hispanic leaders meeting near Miami, and each avoided criticizing his closest rival in what now looks like a two-man race for the nomination.

Immigration is a flashpoint issue in Florida for the GOP candidates, who are trying to strike a balance between sounding compassionate and firm about stemming the tide of illegal workers. The state has roughly 1.5 million Hispanic voters.

Gingrich called for a measured approach to revising the nation’s immigration laws, “because any bill you write that is comprehensive has too many enemies.” The former House speaker says he wants stricter border control, faster deportation proceedings and a guest worker program for certain immigrants.

Gingrich called for a U.S.-supported “Cuban spring” uprising against the long-standing communist regime.

If elected, Gingrich said, he would bring to bear “the moral force of an American president who is serious about intending to free the people of Cuba, and willingness to intimidate those who are the oppressors and say to them, `You will be held accountable.’”

Romney said the United States needs to work harder to promote democracy across Latin America and elsewhere. He compared it to selling soda: “We convince people around the world to buy a brown, caramel-colored water called Coca-Cola and to pay like a half day’s wage for it. And they’ll buy it. It’s unbelievable. We’re able to convince people of things that sometimes you scratch your head. … And yet democracy, we don’t sell that so well. “

Romney also pledged to appoint a Latin American envoy and to create a task force to focus on drug trafficking and other Latin American troubles.

Gingrich said he would support a Puerto Rican referendum on whether it should be granted statehood.

Their remarks were mild in comparison to their debate clash sparked by immigration issues.

Gingrich responded to a question Thursday night by saying Romney was the most anti-immigrant of all four contenders on stage. “That’s simply inexcusable,” the former Massachusetts governor responded.

Gingrich fired back that Romney misled voters by running an ad accusing the former House speaker of once referring to Spanish as “the language of the ghetto.” Gingrich said he was referring to a multitude of languages, not just Spanish.

Romney initially said of the ad, “I doubt it’s mine,” but moderator Wolf Blitzer pointed out that Romney, at the ad’s conclusion, says he approved the message.

Gingrich rushed out an ad Friday using debate footage that raised questions about Romney’s credibility, including his reluctance to own up to the “ghetto” commercial. “If we can’t trust Romney in a debate, how can we trust him in the White House,” a narrator says in the Gingrich ad.

The debate was the 19th since the race for the Republican nomination began last year, and came five days before the Florida primary on Tuesday. Opinion polls show a close race, with a slight advantage for Romney. Two other contenders, former Sen. Rick Santorum of Pennsylvania and Rep. Ron Paul of Texas, were far behind.

Paul has already made clear his intention to skip Florida in favor of smaller, less-expensive states. On Friday, he began a two-day stretch of campaigning in snowy Maine.

Santorum, who had been campaigning aggressively here, conceded that he’s better off sitting at his kitchen table Saturday doing his taxes instead of campaigning in a state where he can’t keep up with the GOP front-runners.

Outside advisers were urging him to pack up in Florida completely and not spend another minute in a state where he is cruising toward a third straight loss.

The cash-strapped Santorum said he’ll make a handful of Florida campaign stops but will finish Friday with his family in Pennsylvania, where he’ll spend all day Saturday. He planned to return to Florida for campaign events on Sunday.

Greg Kelly Rape Investigation Creates ‘Ethical Minefield’ For New York District Attorney

NEW YORK — Manhattan District Attorney Cyrus J. Vance may face pressure to tap an outside prosecutor to investigate rape allegations against the son of New York City’s police commissioner as a result of his office’s deep ties to the police department, legal experts said Thursday.

The probe began after a young woman filed a rape complaint against Greg Kelly, 43, at a police station in Manhattan late Tuesday or early Wednesday, according to the New York Times, which broke the news of the investigation Wednesday night.

The alleged sexual assault occurred in October, the woman told police, after she and Kelly had drinks together.

Kelly, a local television news anchor and son of Ray Kelly, the NYPD commissioner, maintains his innocence, according to his attorney, Andrew M. Lankler. “Mr. Kelly strenuously denies any wrongdoing of any kind,” Lankler said in an email.

The NYPD handed over the rape complaint to Vance because it was filed against the commissioner’s son, an NYPD spokesman told news outlets on Thursday. Kelly has not been charged with a crime.

As the investigation proceeds, Vance might face pressure to turn over the case to an outside prosecutor because of the close working relationship between the district attorney’s office and the police department, according to former prosecutors and defense attorneys.

“There’s precedent for bringing in an outside prosecutor, and I think that in this case some people will probably call for that,” said Paul Callan, a former New York City prosecutor and criminal defense attorney.

Mark Geragos, a prominent Los Angeles defense attorney, said Vance’s close working relationship with Ray Kelly creates an appearance of conflict of interest. “It’s clearly a valid concern,” he said.

A spokeswoman for the district attorney’s office declined to comment.

But Callan said he expected Vance’s office would resist calls to relinquish the case. “Historically prosecutors fight tooth and nail to hang on to these cases, to prove that they can be fair,” he said.

Holding on to the Kelly case could prove politically perilous for Vance, experts said, and scrutiny of his performance will be extraordinarily high in the wake of last year’s failed prosecution of Dominique Strauss-Kahn on sexual assault charges.

Vance’s office charged Strauss-Kahn, the former International Monetary Fund chief, with attacking an immigrant maid last May, only to see the case collapse after his accuser repeatedly lied in official statements. Yet despite the damaged credibility of Strauss-Kahn’s accuser, many in the city criticized the district attorney for refusing to put the case before a jury.

Others, meanwhile, questioned Vance’s judgment in bringing criminal charges against such a high-profile defendant before carefully investigating his accuser’s claims.

The Kelly case will only be further complicated by the intimate working relationship between Vance’s office and the NYPD.

“Clearly it’s an ethical minefield,” said Mark Geragos, a prominent Los Angeles defense attorney. “He’s going to try to play it exactly like he would treat anybody else, but that’s just fraught with danger.”

Details of the allegations against Greg Kelly remain sketchy, but according to police sources cited by the New York Times and other news outlets, Kelly allegedly met his accuser, a young woman in her late 20s or early 30s, on the street last October. The woman reportedly told police that she and Kelly had drinks at a waterfront restaurant, then proceeded to a law office in lower Manhattan where she worked.

A police source quoted by the New York Daily News said the woman reported that the rape occurred at the office, while she was highly intoxicated.

The woman’s boyfriend learned about the alleged assault and eventually confronted Ray Kelly, the NYPD commissioner, at a public event, NYPD spokesman Paul J. Browne told the New York Daily News. The boyfriend told the commissioner that his son “ruined my girlfriend’s life,” Browne said.

Britain ranks top risks posed by climate change (AP)

LONDON ? Britain says coastlines, wildlife and even the nation’s most famous dish are under threat from climate change in its first-ever national assessment of likely risks.

The 2.8 million pound ($4.4 million) study sets out the most pressing problems expected to affect the United Kingdom as a result of climate change.

Britain’s government said Thursday that higher temperatures could see as many as 5,900 more people die as a result of hot summers, but predicts a sharp reduction in deaths due to cold weather by the 2050s.

Other risks include increased pollution and energy demands.

The report says Britain’s stocks of cod ? a key component of the nation’s beloved fish and chips dish ? will dwindle, but should be replaced by more plentiful numbers of plaice and sole.

Automotive CEOs Plan Eco-Friendly Products, Green Jobs

DAVOS, Switzerland

, January 23, 2012 (ENS) – Eighty percent of automotive CEOs see developing environmentally-friendly products or services as an “important part” of their companies’ innovation strategy, finds the annual survey of CEOs by PriceWaterhouseCoopers.

On January 24, on the eve of the annual World Economic Forum in Davos, Switzerland, Dennis Nally, chairman of the PwC network, will reveal the results of firm’s 15th annual global CEO survey.

To discover “how chief executive officers are approaching growth during a time when sustainable economic growth is far from certain,” PwC polled 1,201 business leaders in 69 countries in the last quarter of 2010, and conducted further in-depth interviews with 31 CEOs.

Advance information from the survey released by PwC indicates that, in general, chief executives are nearly as confident of growth in the coming year as they were in the boom years, even though the global economy is still recovering from PwC called “the worst economic crisis in 75 years.”

Fifty automotive CEOs in 20 countries said innovation is critical. They are brainstorming with supply chain partners to improve fuel efficiency and partnering with governments – responding to new regulatory requirements and using government programs to help drive sustainable innovation.

“Now, with their worst fears about the crisis behind them and an emerging recovery ahead,” says the survey report, automotive CEOs are “adopting new attitudes and approaches, tailored to dealing with the issues of the multi-speed global recovery that they hope is underway.”

Fifty-two percent of automotive CEOs are “very confident” of revenue growth over the next 12 months, compared to just 20 percent last year, and they’re moving in greener directions.

“Every country in the world is focused on improving fuel economy and reducing CO2 emissions. It’s turned out to be an excellent strategy. It was strong before the recession, it was strong during the recession and it’s strong after the recession,” said Timothy Manganello, CEO of BorgWarner, the Michigan-based vehicle parts and systems supplier.

Governments and automotive CEOs share priorities such as ensuring that laid-off automotive workers find new employment.

“The most promising areas are new ‘green jobs,’” the PwC survey report says. “As the industry moves away from its reliance on the internal combustion engine, many skilled workers will be needed to help produce new battery technologies.”

Stephen Roell, chairman and CEO, Johnson Controls, told the survey team about one new technology that lowers emissions and fuel consumption – the start-stop battery.

“This is an advanced lead-acid battery that helps stop and start vehicle engines at red lights and other intermittent stops, as a way to reduce greenhouse gas emissions and fuel consumption. The technology, which is best known in Europe, can lower emissions by five to 12 percent,” Roell said.

“Consumer demand has been very high, he said. “The assumption had been that the stop/start battery would be embraced and adopted by 2015, but it’s happened much more quickly, and now the industry is scurrying to meet capacity demands.”

The survey cites some green job initiatives already in place, for example, Driving Change, a research consortium of Indiana, Michigan, and Ohio Labor Market Information Offices, which is “tackling changes in the automotive industry and resulting workforce needs.”

CEOS said cooperation of government with automotive companies looking to intensify their own green technologies will be critical to making such programs a success.

Automakers are gearing up to meet governmental requirements to slash emissions and boost fuel economy.

The European Union has stipulated that by 2012, emissions from 65 percent of vehicles on its roads be reduced to 130 grams of CO2 per kilometer. By 2015, the number of vehicles expected to conform is 100 percent, followed by a mandate that by 2020 CO2 emissions be dropped to 95 g/km.

EVs are one option for meeting these regulations as well as the U.S. government’s new stricter corporate average fuel economy standards that will hit 54.5 percent by 2025. But there are many competing “and often synergistic” technological alternatives, the PwC report says, adding, “In the longer term, we believe that EVs and the underlying technology, as well as some of the other options, will be vital to the industry’s broader efforts to reshape the global automotive landscape.”

Government help will be “vital,” and it may take a variety of forms, the CEOs said. Mainstream consumers may not yet be ready for electric vehicles, so some governments are offering or proposing incentives. Others are providing or planning rebates, grants, and loans.

Such programs are one reason why 32 percent of automotive CEOs told the survey teams that they expect government assistance, like financing, tax credits and technology transfer, to boost their innovation output.

Roell said the auto industry has been “surprising” in its ability to bounce back.

“In terms of resiliency, I’ve been surprised to the extent the automotive markets recovered in 2010. We also were surprised at how far they fell the preceding year,” Roell said. “The supply base, for the most part, has weathered it much better than I thought it would. Had liquidity and access to capital been prolonged, we would have had a lot more issues in our industry around the supply base.”

More automotive CEOs are focusing primarily on the BRIC countries – Brazil, Russia, India and China – as the most important sources of future business growth than their peers in the survey population as a whole.

They are particularly interested in China: 64 percent see it as a top future market, which is 25 percentage points more than the overall average. The country is already the largest vehicle market in the world and rapidly getting bigger.

Cyber-transparency activist Julian Assange says he’s launching a career in television, hosting what he’s billing as a new brand of talk show built around the theme of “the world tomorrow.”

The show’s guests haven’t been disclosed, but Assange has promised to give viewers more of what he’s been supplying for years: Controversy.

The WikiLeaks secret-spilling site said in a statement released late Monday that “iconoclasts, visionaries and power insiders” would be brought in so that Assange could challenge them on their vision of world affairs and “their ideas on how to secure a brighter future.”

The world of television talk shows is a new one for the 40-year-old Australian, whose group has orchestrated the biggest mass-disclosures of secret documents in U.S. history. But the statement argued that Assange was uniquely qualified for the role given his past as “a pioneer for a more just world and a victim of political repression.”

Ellis Cashmore, an expert on celebrity culture at England’s Staffordshire University, wasn’t so sure.

“Assange has got a good, deep voice and agreeable Aussie accent, but he’s a slow, deliberate talker and not especially televisual,” Cashmore said in an email. “To be true to his image, he would have to make his proposed show subversive; and that might not appeal to many would-be guests.”

WikiLeaks said that the show would begin airing in mid-March, although how the show will be produced and who will carry it are open questions.

It’s not even clear Assange will be free to host the show. He’s currently fighting extradition to Sweden, where he’s wanted over sex crimes allegations, and U.S. officials are still weighing possible charges linked to his attention-grabbing leaks.

In its statement WikiLeaks referred queries about the series to the hitherto obscure Quick Roll Productions, whose website carried no indication of where the group was based or who was managing it. An online records search indicated that Quick Roll’s site was created about two weeks ago.

Neither Quick Roll nor WikiLeaks returned emails seeking further details on their project.
